Between 30 June and 3 July 2025, Seville became the epicentre of global multilateralism by hosting the Fourth International Conference on Financing for Development (FFD4) of the United Nations. The main outcome of the conference was the consensus adoption by 192 countries of the "Seville Commitment", a 38-page political declaration that marks the international roadmap for financing for development. Although not legally binding, it establishes guidelines for reforming the global financial architecture and includes:

  • Mobilising investment at scale: Triple the capacity of multilateral development banks and close the annual $4 trillion gap for the SDGs.
  • Addressing the debt crisis: Promote mechanisms such as debt swaps for sustainable development investment and debt payment suspension clauses in the event of natural disasters or health crises.
  • Global tax reform: Promote a fairer international tax system, increase countries' tax revenues (minimum 15% of GDP) and tax large fortunes.

Alongside this commitment, the Seville Action Platform was launched, a space to channel more than 130 concrete initiatives with monitoring indicators. Among them are:

  • An Alliance for the Debt Pause Clause to suspend payments during crises.
  • A coalition of Global Solidarity Taxes to tax first-class flights and private jets, allocating the proceeds to climate action.
  • The initiative of Spain and Brazil for fairer taxation that taxes the highest assets.
